Developer hails final Heart Of The City building

The developer behind Sheffield’s £130m Heart of the City scheme has officially opened the final building and revealed plans for another block – number 4.

David Topham, director of CTP, hailed the completion of 3 St Paul’s Place, a £20m grade ‘A’ office on the corner of Charles and Norfolk streets and part of Sheffield City Council’s ambitious Heart Of The City plans.

It is the sixth and final building in a development supported by the council which includes the Mercure Hotel, St Paul’s City Lofts, a 32-storey tower, and the Cheesegrater car park.

3 St Paul’s Place is the final part of the pioneering £130million Heart of the City project and the first speculative office building in Sheffield to be developed since the recession.

Mr Topham said: “These are exciting times for St Paul’s Place, which is now an established high-quality office location in the heart of Sheffield. The building, which marks the revival of confidence in Sheffield city centre, has been completed and we look forward to welcoming Arup, our first occupiers, shortly.

“The practical completion of the building is a proud moment for all the team associated with the development of 3 St Paul’s Place and I am delighted to report that there is now huge interest in the building.

“The building itself is the most modern – and the greenest – in Sheffield. It is the final important piece in the jigsaw of the Heart of the City initiative, which has transformed the city centre into one of the finest in the North of England,” he added.

Arup, the global engineering consultancy, has taken 16,000sq ft of quality office space at 3 St Paul’s Place.

Mr Topham has also revealed he was working on plans for 4 St Paul’s Place because, “the demand is there.”

He said: “The launch of 3 St Paul’s Place has created a new central business district and we want to continue that experience. It’s a great pleasure to help create the future of the city.”

The council had also agreed to underwrite costs if no tenants could be found, adding security to the project.

Simon Green, the city council’s executive director of place, said the scheme proved the authority could deliver big projects.

He added: “Mr Topham’s plans for 4 St Paul’s are a further endorsement of the city council’s work.”
